The Cologne OFF 2012 festival, dedicated to "videoart in a global context" takes place all around the world until end of October in Mexico. All the program details are available on their website : http://coff.newmediafest.org/blog/

During this worldwide festival, three videoart competitions are open to submissions. These competitions have decided to postpone their deadline. So it remains possible to have a try until end of July. Here are the three opportunities :
